This should enable builds on OBS Debian 11, Ubuntu 20.10, or Ubuntu 21.04 as discussed in #58. It pulls in the commit from Thalhammer/jwt-cpp#123 into version 0.4.0 of jwt/cpp. For now it replaces the jwt/cpp submodule with a copy of the files. Once scitokens-cpp is updated to work with jwt/cpp 0.5.0 (#61) it can be converted back to a submodule.
