Use now `SCOREP_User_RegionSetGroup`, which will hopefully in Score-P 5.0
* pass scorep argumentes to scorep * build the subsystem for every run
the user instrumentation had a few bugs, related to the global trace object. Moreover a few cleanup things needed to be done. The scorep-python bindings now support --nopython
