Add support for arbitrary options questions on app startup

As part of our work creating the Norfolk Schools variant in https://github.com/LLK/scratchjr-private/issues/563 , we need support for arbitrary options questions on app startup.

This needs to support both questions to only ask once, and questions to ask every time the app starts afresh.
