Cater for new scriptcs chocolatey package internal structure

The chocolatey package for scriptcs used to contain the scriptcs assemblies in the following location:

```
tools\scriptcs\
```

The assemblies are now located at:

```
tools\
```

This fix will allow for both variants of chocolatey packages to be installed successfully.
