使用简体中文进行Copilot Code Review

有兩種方式。一是改 pull_request_template.md 一是改 copilot-instructions.md
先試改 pull_request_template.md

不过似乎修改 copilot-instructions.md 也可以，在 pull_request_template.md 中添加，那些注释有些影响 PR 人员编写内容（不过模板主题内容可以保留）

This PR modifies the pull request template to use Simplified Chinese, changing the language from English to Chinese for better localization. The template structure remains the same but with translated section headers and instructions.

• Translates all section headers and placeholder text to Simplified Chinese
