I dropped this bullet last commit on the reasoning that "Tool-Call
Traces" and "Usage Traces" only existed during 2026.04 development
and never appeared in 2026.03. That was right about the path framing
but wrong about the bullet: Runtime Traces itself is a new reporting
requirement in 2026.04 (2026.03's G4 covered interaction logs but not
tool calls or configured-artifact activations).

Move it to Added and reframe around the new requirement rather than
the internal consolidation.
