Add the configured flag to /usage-service/info so hosted panels can distinguish first setup from normal login. The handler now resolves persisted setup state and tests cover configured and unconfigured responses. Refs #88.
Use the Usage Service configured flag to route hosted panels into setup only when server configuration is missing. Configured hosted panels now use the saved CPA connection after Management Key login, and first setup can default to VITE_DEFAULT_CPA_BASE_URL or the Docker host CPA URL. Refs #88 and #46.
