History / Bugfix Issue 1689 reqtreereorder Read Only Rows Still Draggable

docs(#1689): read-only rows of reqTreeReorder were still draggable CanDrag() is now the single source of truth for the drag affordance; measured 3/3 rows draggable=true -> false for the view-only user while the admin path keeps its grip, its persistence and both #1688 DEAD paths.
