Modernize Duplicate Name Check (nameCheck) - Refs #1724 Docs mirror of the 2.0.1 Duplicate Name Check screen with 3 screenshots. Closes the two 1.9.20 authorization holes behind the generic node name check (checkNodeDuplicateName.php performed NO rights check at all; checkDuplicateName.php gated on the GLOBAL mgt_view_tc), and bug #1725 - the ownership walk stepped parent-first, so a test SUITE name check (a direct child of the project root) always answered parent_not_found while the deeper test-case variant worked and hid the defect. Records the code-review findings, notably that a deep link with a foreign parent_id was a silent <select> no-op that rendered a green 'Available' for a real duplicate, and that the screen had no menu entry at all. Suite 1724 = 55/55 PASS; Event Viewer 0 ERROR/WARNING.
