Bugfix #1686: reqTreeReorder back link - verified fixed, closed with 9/9 regression suite Both defects reported in #1686 were already fixed in the code by 983c9179c (Refs #1681); the issue was left OPEN, so triage kept resurfacing it as the oldest open bug. This run re-verified the behaviour in the browser and with the static markup (no JS at all), pinned it with a 9-case regression suite in tmp/TLU_Test_Cases.md, mirrored the docs, and closed the issue. Root cause was structural: the back link's href was produced as a side effect of a SUCCESSFUL ajax call, so it was broken exactly in the 403/404 dead end where a user most needs the escape hatch. buildBackLink() now derives the target from the URL query string on DOM-ready, before any fetch.
