Reorder Test Case Steps (tcStepReorder) modernized - Refs #1671 New Dashio screen gui/templates/testcases/tcStepReorder.html + BFF api/tcstepsreorder (init/versions/move/reorder/normalize) replacing the unauthenticated, GET-mutating 1.9.20 endpoint lib/ajax/stepReorder.php, which is now a non-mutating 302/405 shim (#1673). A version picker is shown when the screen is reached without a version; per-row move buttons plus HTML5 drag-and-drop that only reorders locally until Apply order is confirmed; Renumber steps; 62 i18n keys in all 10 locales; suite 1671 (55 cases). Three defects of the new screen found by the browser pass and fixed: dead delegated handlers after picker navigation, no-op detection that reported every write as unchanged, and a literal {count} in the renumber copy (#1674).
