Bugfix #1735: reqSpecSearch count(null) 500 retired by #1825 (screen + fix page)

docs(#1825): Requirement Specification Search Form (criteria page) Standalone Dashio criteria page + BFF api/reqspecsearchform. The legacy form AND its still-legacy results controller are now non-mutating 302/405 shims; the BFF enforces mgt_view_req OR mgt_modify_req on the addressed project before resolving it (the legacy pair authorized nothing but a session), echoes length-capped criteria so a deep link pre-fills, and rejects a repeated parameter instead of casting it to the literal 'Array' (#1826). The deep-link pre-fill itself never worked and now does (#1827). 51 rssf.* keys in all 10 bundles. Existing results-screen page cross-linked (auto_search + Criteria form). Refs #1825, #1826, #1827
