Open Inventory as a new user (or remove inventory size setting values from settings_per_account.xml)

The stars should always be present, that's a bug, otherwise the feature is useless. I'm torn on whether to require all 4 tabs showing. Going to ask steeltoe for feedback.

This issue is specific to the Favorites Tab button.
#3897 is in regards to the stars: It also states it occurs on default inventory size but that is not necessarily the case. Names of items (+permissions) requires to expand the floater even further than this issue. Title will be updated.

Stars are fixed now, setting as 'needs more info' for the 'tabs' decisions.

Spoke with Steeltoe about UX. Please set the default Inventory Window width enough so that all 4 tabs are visible by default. Do not worry about internationalization at this time, we'll tackle that later. Inventory window should be fully resizable by users, as it is now, with no specific minimum height or width but something reasonable which will not break usability.
