Previously the cache was getting put in a user home directory, but we want the whole brew installation to be contained in `/home/linuxbrew`. Also: * make condition checks for systemd services more robust; * make the fish setup command cleaner using the `source` builtin; * simplify installation commands in spec file.

Previously the cache was getting put in a user home directory, but we want the whole brew installation to be contained in
/home/linuxbrew.Also:
sourcebuiltin;(This is in preparation for brew sandboxing, since this change will allow us to not grant brew any access to the user's home directory.)
