Yes, that's the only way to efficiently disallow indexing. We must not block pages with robots.txt as they can be indexed anyways with that method and it conflicts with setting any meta element. The nofollow tag isn't necessary as it disallows following links in a crawled page, all of which would lead to pages with noindex in the case of this website if we used that.
