Consider per-rule versioning #770

Is your feature request related to a problem? Please describe.
Might be beneficial to version the rules themselves. Currently, the only version associated with them is the version of precli they were introduced.
Describe the solution you'd like
Users might want to know the change history on an individual rule itself. Since they may get different results when they upgrade precli, knowing what rules changes occurred could be helpful.
