Add Mass Email Announcements

Feature Request

I would like the ability for administrators to send a mass email (newsletter) to all Seerr users, similar to the functionality available in Ombi.

Use Cases

There are times when administrators need to communicate with all users outside of the normal request notification workflow, for example:

• Announcing planned maintenance or downtime.
• Notifying users of a migration or URL change.
• Informing users about new features or policies.
• Announcing scheduled server upgrades.
• Warning users about upcoming service interruptions.

Currently, Seerr only supports event-driven notifications (new requests, approvals, media availability, etc.). There is no way to send a one-time announcement to all users from within the application.

Proposed Functionality

Add an administrator-only page for composing and sending announcements.

Suggested features:

• Subject and HTML/plain text message body.
• Send to all users or selected users.
• Optional preview before sending.
• Optional test email to the administrator.
• Respect notification preferences if appropriate, or provide an "administrative announcement" option that is always delivered.

Why This Is Useful

Many administrators use Seerr as the primary communication point for their media server users. Having to export email addresses or temporarily keep another application (such as Ombi) installed just to send announcements adds unnecessary complexity.

A built-in newsletter feature would make Seerr a more complete replacement for Ombi while reducing reliance on external email tools.
