This pull request updates the "Getting Started" documentation for semantic-release, it reorders the steps so that project-level configuration comes immediately after installation, followed by CI setup and authentication. The sidebar menu under "Usage" is updated to match, placing "Configuration" before "CI Configuration" so the navigation tells the same story as the getting-started guide.
Additionally, the page is converted from .md to .mdx to leverage Starlight's component, and a broken #configuration anchor link is corrected.
