Improvement Proposal

Today we have a telemetry cron job sending one request Everyday, but that does not track when a cluster really was installed or if it is already active.

Describe the solution you'd like

The proposal is:

• Add 'Active' and 'Installed' states for a telemetry request

Active State

It is the current State for telemetry that is sent every day

Installed State

This state is sent only when the cluster is installed. (This change should be made in bootstrapper)
