Blotter 0.3.0

I consider this version of blotter to be "finished" in that I don't expect new features to be added, but it's still significantly untested, so I'm holding off on bumping it all the way to 1.0.

New in the latest commits is new extra-smooth scrolling code and the ability to use Blotter as a module (so you can bundle it using whatever bundling system you like, such as Browserify or Webpack or Brunch, instead of Gall).
