Add Windows x64 build to releases

Summary

Add Windows x64 binary builds to the GitHub release workflow.

Changes Required

• Add windows-latest with x86_64-pc-windows-msvc target to release matrix
• Add Windows-specific binary rename step (no chmod needed on Windows)
• Update README with Windows download instructions
