active contributor hours

some notes on when most one-time contributors that find an issue, implement it, and then disappear exist

there seems to be two groups:

• at around 5-7am UTC: I guess people that want to work on something in the morning
• then late at night, 10pm onwards until around 1-2am

when creating an issue, it is a good idea to publish it right before these periods start so it is more likely that these kinds of contributors find them

of course, it does not apply to already-stablished contributors
