This PR is first pass at redesigning the sponsors and partners section on the home page. It also adds the Infrastructure Sponsors section to the Sponsorship page to provide more details about what GitHub, AWS, and Zulip provide the project. This reduces the amount of text on the home page so the sponsors section doesn't look so disjointed.
