Remove app/, web/, manifests (service-specific), frontend configs,
and service build files. Retain only framework core: pkg/, cmd/,
api/ (protos + gen), and docs.

Update go.work, buf.yaml, and Makefile to reflect framework-only scope.
Add BSR name (buf.build/servora/servora) for public proto publishing.
