Add JS/ProtoRPC Integration

Add basic JS library and dynamic JS config handler so:
a) we can inject stuff into the JavaScript running on the page (like service endpoints), and
b) we can easily get stuff/commands in and out of appengine, leveraging layers like backbone and protorpc
