fix: monorepo template

[madflow]

• tries to fix #monorepo
• adds @turbo/workspaces as helper dependency
• removes "violating" configs in the root path (package.json, tsconfig.json). I basically compared it to the feat(examples): add shadcn/ui example vercel/turborepo#9581 PR.
• tested with pnpm, yarn, npm, and bun (which is only in beta in the turbo ecosystem).
