Make react-on-rails-pro-node-renderer a Yarn workspace just like `packages/react-on-rails-pro`

Need to decide if it's better to move JS parts of react_on_rails_pro to packages/react-on-rails-pro-node-renderer or keep them where they are and just add them to the workspaces in
