Here is a list of the videos that could not be downloaded, and the reason why:

The issue was present before, and a fix was added, but it doesn’t help much.

Current solution: Try downloading the playlist multiple times.

It worked for me on the third attempt—YouTube probably realized I wasn’t a bot.
