Allow jetconfig to locally cache a configuration for rapid loading #7
Description
When restarting a server multiple times, the connecting and loading the configuration from etcd can be prohibitively slow.
Jetconfig should be able to cache and load a .json file for this purpose.
This should not be a default behavior, but enable-able from the command line or environment.
