都市を固定で指定する　→　選択できるようにする

IDを指定して urlから取得したJSONデータを 取ってきて表示する

1. Volleyの設定JSONObject　を生成する
2. キューをインスタンス化
3. リクエストする
4. try catch で表示する
5. URLを選択できるようにする : btn or list or spinner(option) 県の btn or List をクリックしたら、IDをセットして、表示する
6. listViewを使う
   1. データを準備
   2. adaptarを準備
   3. adapterを設置
7. ImageLoaderを使う
