- Adds Jonas Elfering (@keulinho)'s deployments.md contents to the index.md of the Deployments folder; that PR is now resolved/folded in via this and past PRs
- creates folders for plugin architecture and development troubleshooting)
- moves guides and reference pages up in the flow
- deletes a duplicative apis reference folder (was hardly any content, and that content's covered elsewhere)
