chore: refresh Cable Intel dependencies

Summary

• refresh the safe Cable Intel app/runtime dependency updates from the open Dependabot queue with a regenerated root lockfile
• update GitHub Actions major versions from the open Dependabot queue
• remove the stale nested apps/tui/bun.lock so CI/cache keys use the workspace lockfile as the single dependency source of truth
• intentionally leave the ultracite/biome bump out because it introduces 170 unrelated style failures in this repo
