headword code should pick default ws, choses first alphabetically

Describe the bug
Right now entry headword is chosen by sorting by the WsId and picking the first value, we should instead choose the default WS for the project first.

Expected behavior
The headword should match the default ws unless it's empty

It's also important that the Crdt behaviour mimics the fwdata behaviour
