Fix docker build warnings

Description

This PR fixes two build warnings when building the socs Docker images.

Motivation and Context

Noticed these recently when reviewing the sodetlib version bump PR, #984.

How Has This Been Tested?

Built the images locally and confirmed warnings went away.
