[Druid][Balance] Orbit Breaker Full Moon gens too much AP

Describe the bug

Full Moon procs from Orbit Breaker generate 24 AP in-game and 40AP in sims

Expected behavior

For the sim to gain 24 AP

To Reproduce

Get Orbit Breaker proc in-game -> 24AP

Run debug=1 -> Read output.txt -> "kotg_incarn gains 40.00 (40.00) astral_power from full_moon_orbit"
