Add relay connection status to CLI

When syncing to Nostr relays, it would be helpful to see connection status and sync progress from the CLI.

**What to do:**
- Add a `lightning-memory relay-status` CLI command
- Show connected relays, sync status, last sync time
- Display any relay errors

**Good first issue** — requires basic Python/CLI knowledge.
