Merging this without addressing #165 should be fine. The sniff should be able to handle PHP 7.4 features in all supported PHP versions, not just on PHP 7.4. |

We won't be able to merge this until we have support for PHP 7.4 (#165 ) but this will provide a way of testing those features.
