After the extracted substrate has been exercised by new implementation work, re-evaluate whether the repository can honestly claim an internal DB-building library.

Scope

• compare the repository state against the roadmap end-state criteria
• decide whether the claim is now honest, still premature, or only partially true
• capture the reasoning in one readout

Acceptance Criteria

• one readout exists
• it states clearly whether the internal DB-building library claim is now justified
• the decision is grounded in extracted modules, authoring boundary stability, and real reduced-copy evidence
