RDS provider uses writer for dump output

Overview

The RDS provider was using fmt.Println to output the S3 OUTFILE statement.

This should have used the writer to ensure all dump file output can be written anywhere and tested.

Solution

• Updated each provider to implement WriteTableData instead
• Move stdout data handling into the stdout provider
• Update RDS provider to utilise the writer
