[ENH] minor reorder or Bayesian regressors

This PR carries out a minor reorder of the Bayesian linear regressor folder:

• change private module names ot contain "linear", as not all Bayesian estimators are linear
• move the bayesian file into the bayesian module, to avoid overloading of imports
