Update normalize_agent_selector to accept 'implement' and 'review' as the primary role selectors for /rally implement commands, with backward compatibility for the old 'implementer'/'reviewer' forms. Co-authored-by: factory-droid[bot] <138933559+factory-droid[bot]@users.noreply.github.com>
