[Bug]: step crypto key format --force asks for confirmation before overwriting files

Steps to Reproduce

Run something like

step crypto key format \
    --force \
    --ssh \
    --out=certs/ssh_user_ca_key.pub \
    certs/ssh_user_ca_key.pem

Your Environment

Docker smallstep/step-ca:0.29.0-hsm

Expected Behavior

File should be overwritten without asking for confirmation

Actual Behavior

Command asks for y/n confirmation
