[Bug]: Debian 13 support

Steps to Reproduce

Hi

Please update your Debian packages and installation instructions for Debian 13.

There is a new .sources format: deb822

Your Environment

• OS - Debian 13
• step-ca Version - latest stable

Expected Behavior

Support for Debian 13, with new format to include the smallstep repo.

Actual Behavior

Seems to only support Debian 12.

I think the version 0.29.0 debian packages are missing from the repo?
