[Bug] Floating paintings

Bug description

Paintings appear to sit half a pixel off of walls.

To Reproduce

1. Grab painting from creative menu.
2. Place painting on wall facing any direction.
3. View the side of the block that the painting was placed on.

Expected behavior

Paintings should sit perfectly on the wall.

This appears to have never been an issue logged on: https://minecraft.wiki/w/Painting#Legacy_Console_Edition

I don't have another console edition version to compare this to.

Multiples videos on youtube show a similar gap on the legacy edition.
I still think it should be fixed tho.

i found how to fix the gap, but it introduced another bug that i need to fix.
(the bug is a painting can be placed on a block even if an item frame is placed the block meanwhile it shouldn't and wasn't possible before my commit)
