Pull request overview
Updates the Seth Go test GitHub Actions workflow so the test job only runs when files under seth/** change, using the existing changes job output to gate execution.
Changes:
- Enables a job-level
ifcondition ontestbased onneeds.changes.outputs.src. - Removes the previously commented-out conditional gating for the
testjob.
