Description
This PR adds a revoked tab in the Job Proposals view in Feeds Manager that displays all the revoked job proposals. Only pending proposals can be revoked, and while revoked, cannot be approved. FMS can repropose a new spec and it will become a new pending spec for the same proposal, also updating the status of the proposal from revoked to pending.
