This repo was already updated to node 20.
Did a few dependency updates and npm audit fixes while I was here.
Technically switching the node runtime is a major change, but I think we've been doing them as minors because bumping the version would cause a bunch of shoveling
Disabled branch protection rules as the latest release had seemingly failed due to them
