   This is the second attempt to add support for groupby.apply in faster pandas after the first attempt (SNOW-2444072: Add support for groupby.apply in faster pandas #3933), which was reverted by this PR (SNOW-2454948: Revert 2 modin commits to fix CI. #3945).
