Remove generated OMC state from source control.
The CI format job failed because oxfmt checked committed OMC session and project-memory JSON files. This removes those generated artifacts and ignores
.omcin both git and formatter config so local orchestration metadata does not get committed or included in format checks.This is intentionally limited to repository metadata; no runtime code changes are included.
