Before this change, they would default to `watchOS 2.1` and `tvOS 9.1` in `Xcode 7.2`.

Before this change, they would default to
watchOS 2.1andtvOS 9.1inXcode 7.2.I've set all these at the project level, and removed the references at the target level, for consistency.
